Yeah, I've made a few drafts of the proposal but I'm undecided how to deliver it to have the best chance of it passing a popular vote. There are so many small details, but if you put too many details into the prop, it tends to find too many haters. If there are not enough details, people complain it is too vague and its carryout is unclear. It certainly needs more attention.
