what happens when everything else starts shrinking and decaying around it? Build walls?

Interesting that most of the movies I've seen show the opposite happening... NYC rots from within and walls are built to keep NYers stuck inside NYC. I've never considered the contrary, where NYC is a beautiful, revamped city oasis, and walls are built to keep the peasants from the suburbs out.
