Hmmm, that could be the problem, but not necessarily. Sometimes they're just waiting for a particular temperature or moisture level. Try moving them to a different location (more or less heat), ensure they're not in direct light, keep them damp. But yeah, keep your eye out for some fresh heirloom spinach seeds in case those ones never germ.
