I have no idea about the game rules and have never played it or seen anyone play it.
"This is a card I rarely ever use as it has no attack capabilities until level 3."
But my advice is not to pass up something just because it can't do X until level Y. "Drawbacks" like that are often a sign of a very strong card. Not always, of course, but it's those cards that tend to get underestimated and undervalued.
