Maybe after a long study and consultation process, something like this could be discussed seriously. Changes like this are not to be made whilly nilly because the opportunity for personal gain and corruption is too great, and the risk to hundreds of thousands of people's personal finances isn't worth the risk. A lengthy third party independent review would be prudent at the minimum, but how would it be funded?
