If a user is being punished for use of a "scheme", why was the scheme not addressed first?

Why go after a user publicly, but allow the community that created it for all to use be allowed to correct it privately?

Why no warning ?

Seems like double standards.

I know of another project that uses the reward pool to distribute votes - and many - use it. And in order to use it - many - have to buy a certain token. And the more you have invested - the higher your vote.

And it is automatic and guaranteed. A person could write spam - or plagiarize - and there is no discretion of the system to stop the reward from coming. And this system is currently functioning quite well, for a long time, and -many- reap the rewards. (including myself, as I see it as a valuable option to invest in myself and others on my Hive journey)

Why has no one gone publicly after such a "scheme" as this? Why are -many- not instructed that they have an apology post to do... or else? Why is one a "project" and another a "scheme"? Is it based on the size of the wallet and influence?

I'd love to hear the logic behind that.
