In a statement quoted by news agency IRA (Russian content), a senior lawmaker from the Russian duma, Anatoly Aksakov, confirmed a bill on cryptocurrencies will be proposed by December 28th.
According to the same source, the proposal should be adopted around March next year. The new bill will address cryptocurrencies in general and also ICOs, setting up limits and procedures. Most likely it will also introduce some sort of taxation, although Aksakov declared he doesn't believe VAT should be imposed on cryptocurrencies:
My opinion is that this property is a financial instrument, a financial asset, accordingly, its circulation should not be taxed on value added.
A couple of months ago, Vladimir Putin gave a few general decrees related to cryptos and this activity seems to follow those indications.
