This phrase comes from Biblical times. It is referred to in the book of James. It was and continues to be a radical concept.
Speaking generally, Freedom usually means to be free from something, whereas Liberty usually means to be free to do something. In many ways a ‘law’ based on liberty is an oxymoron. The terms conflict... like an “honest politician”.
However ‘law’ is not a list of regulations in this case. Rather it is a naturally occurring principal like the law of gravity. The law of liberty is a social law. It occurs naturally.
Restrictions to the law of liberty is oppressive in ever form. Social regulations and sets of rules should be like traffic laws. They exist for our safety.
Governments should be the same, but power corrupts. Dominance and control becomes inherent within the system. Loving such power over others is the root of all sorts of evil. Manipulation of others is contrary to the law of liberty.
Chaos is not required. War has no lasting value. It is possible to live peacefully with each if each of us allows others to have their individual liberty.
The point is keep lists of rules short and simple.
In Biblical Times, the Jewish law had become extremely complex. Hence James was arguing for a return to simple individual liberty. There is no value in obeying social ritualistic standards.
