Not everyone can be the same. You make money from your circle of investors, give 8% and keep the rest. That way, you're no different than a robot, that's the whole point behind this game that's made, except to support new users.
You have a large number of users who make posts and vote on it themselves but are not penalized for not having Steem Power, so they are not interesting. There are a lot of posts that use the words shit, fuck etc, maybe my or someone's child reads it and again they are not punished. In every social network, there is a group of people we follow, we like them and we love them, by that principle I vote for a certain number of people and I think it's ok like 99% of honest and successful bloggers do. I choose posts by titles, by username and I want to vote for something positive and beautiful. It is good to do some things, but you need to look at reality and make a system that is more practical.
