I can imagine blackouts are uncommon. I don't think I have ever encountered a blackout in Europe before. I guess those are exceptions. We still get a regular power cut from time to time, mostly announced but the worst ones are the surprise midnight cuts not often but they do happen as it gets really hot and it's tough to sleep without fans.
