Elindos has been very clear that specific types of booster packs will definitely be cycled out (i.e. all the remaining unsold alpha will be burned when beta becomes available in a few months). He has indicated that that beta boosters may have up to 100% new cards. Cards are thereby added over time -- but cards are never rotated out or unplayable, just no longer possible to get from booster packs.
