Musing mostly votes on the basis of his reality of the answer .so if we had not written on the basis of question then we can't get upvote.so the genuine answers will only get upvote.
Musing doesn't upvote how much big you have written but it gives upvote on the basis of how the topic which has asked for question and how you smoothly answered the question.
Sometimes we feel that musing doesn't give upvote to question but it is not true because question are too many asked and voting power for curation is just 1% or 2% only.
