My 100% upvote is worth $0.01. I do not upvote comments because this value gets swept and the commenter will not receive any reward from my upvote. When steem reaches a value that 500 SP will give me a $0.02 upvote at 50% I I will upvote comments more regularly again. I leave 500 SP undelegated so I can have a slider which allows me to upvote more people every day.

My other (not quite 500) SP is delegated to steem USA, team Australia, my precious, steemit world map, centerlink, curie, travelfeed, & ssg-community.

Not upvoting comments saves my upvotes for blogs that I enjoy. After an hour or so I do upvote my own posts by $0.01. It is important to pay yourself for the work that you do.

If your main interest in making comments is about gaining upvotes I would suggest saving your comments for other blogs.
