I found a system similar to the Steemcleaners system.
Its acctually meant for developers to use and it will be really helpful for them to prevent abusive users. Apility.io gives you the possibility to know about users addresses in real-time so that you have an idea about it. They have a great Blacklist API feature. If these IP addresses have been previously marked as 'abusive', this will let you know.
