I suppose weather always "depends" on many things... part of my childhood we lived in Nairobi, Kenya which is practically ON the equator, but it's at 5,900 feet (1,800m) above sea level, so it's not so hot. If I remember correctly, Caracas is also a little at altitude, and surrounded by mountains?
