Assuming, for a moment, that the Sociopaths-in-Charge really do want depopulation, and assuming that they are — as they keep showing us — greedy fucks, then the next logical thing is to follow the money.

The compliant sheeple are increasingly the demographic that's being made redundant by automation... meaning they are the ones who will become dead weight, and thus it would make sense to euthanize them "for their own good."

Notwithstanding what @valued-customer pointed out, the ideas and innovations that will make the uber-powerful megalomaniacs even more powerful will precisely come from that top 10th percentile... so yeah, I'd agree those would be the "keepers." They's be controlled, perhaps, but they would still be the likely keepers, I think.
