My thought is that the fewer the controls and restrictions, the lower the common denominator attracted to it.

Most people creating content of any value will not want to have to fight for visibility in an ocean of spam and trolling. But it'll be a great circus in which to watch the utterly depraved nature of the bottom of the web user barrel...
