It's not clear what it was exactly, but I suspect it was a shakedown that got out of hand. Prigozhin wanted to get paid for his mercenary services, and this is what he did to force Putin to pay. It seems like he didn't expect it would show just how weak the Kremlin was and that they could not protect the capital, and were forced to flee.
