BitcoinABC, the first client which implemented the Bitcoin Cash fork protocol, has introduced a new default space allocation for free transactions at 5% of available block space. Priority will be given to coins which have not moved in a long time, as it worked before. This allocation was first introduced by Satoshi in the original Bitcoin client, but the default was eventually set to 0 as transaction growth increased and project politics changed.
