This is very interesting dillema! I see it more as a moving part, the more percentage of HIVE is staked the more liberal network can be in casting votes.

I personally don't really judge this attitude, I just tend to cast my votes elsewhere. More to reward supproting the network than punishing anybody.

I think also that it's valuable to have both ends of spectrum represented. There definitely is some dynamic balance to this, since endgame for both radical scenarios seems to be net negative.
