I've heard of similar stuff happening in other countries, but, it was for people who were having spreader parties or doing weird stupid shit like that. I'm guessing that's just an idle threat for the most part to try and keep people chilled out and to stay in during lockdown. I don't see how they could possibly enforce that though with their resources being what they are.
