The building was incredibly expensive and used a ton of resources. This massive economic strain was not what a population already weakened by famine and disease needed. It was far from popular and increased unrest rather than unifying everyone.

Long term, it led to Buddhism becoming entwined with politics, and with the temples becoming very rich, which also led to less stability and more unrest.
