Well, yes, it seems that Elven Cutthroat loses a lot, but personally I think that it is not a bad card but maybe many times the players don't know how to use it properly, that's why it is so bad in the lower leagues but not so bad in the more advanced leagues.

I think it's a very circumstantial card that should be used in a proper position, and that works better in certain rulesets and mana caps. And just like it, there are some cards that despite having a bad winrate are not bad cards at all.
