The incentives could be for lp in the range of 0.95 to 1.05, as an example. It's more in the direction to provide big liquidity for large swaps HIVE to HBD and the opposite, that in the same time will stabilize the price of HBD if the incentives are in that range only.

If there was a 1M HBD sell wall at 1.05 and the same buy wall at 0.95, users will have much more confidence in it. But nobody want to keep that much amount of capital locked for free, ergo the DHF incentives.
