Witnesses - Lets update them

A few days ago @bala41288 made a post about him producing his first block as a witness here, I didn't know he was a witness!

His witness account is @balaz, so I went through my witnesses and gave him a vote!

But I had to scroll down a bit to find him and thats not necessarily a problem since he haven't been running his server for long and therefore doesn't have a lot of votes. But I did see a lot of inactive witness not producing blocks anymore or even running their server anymore, but they still have more votes than active witnesses which I find a bit weird.

Didn't we implement the whole "we need to update our votes every "x" amount of months?" to avoid having dead witnesses?

Here you can see that @balaz and @chronocrypto are lower on the list of witnesses than people who haven't been here for years oO

Just look at someone like steemed. Their server is disabled, no producer rewards for 2 years and no price feed update in 4 years and they are still getting witness voting which can be seen here(hiveblocks).
