Buuuut in some low income countries where the government doesn't have an oversight over crypto or your spending habits, this could potentially work.
You are not scamming Hive and you are helping your friends & families for a better life. Might just need to keep it low-key, depending on where in the world you are :D

Its fairly simple and I am 100% not the first one to come up with this idea at all, I am just not going to execute it xD

Legit just offer friends & families an interest on their money between 5-11%, put it into HBD savings for that sweet 15% and pocket the rest :D

It might be "shady" but I don't seen anything wrong with it. I mean, if someone gets 2k HBD monthly from his own HBD savings we don't say anything, so if a collective of people do this or if one person provide this as a service I can't really see a problem with this :p
