You can not exclude anyone who wants to buy bitcoin to do so.
At the same point you can not force anyone to sell his precious bitcoins.
Any retail investor selling (largely to institutions) has no moral right to complain in the future about institutions holding most of the circulating supply.
Bitcoin is the first asset in the history of mankind where the plebs owned it before the oligarchs.
If they chose to hand it over to them, they will suffer the consequences.
