I'm speaking about my experience 10 years ago, but I can only imagine the situation has gotten a lot worse since then.

When I was unemployed I got more money from benefits than the shit jobs I was able to get. Any by accepting the shit jobs I lost my benefits. There is literally no incentive to take those jobs.
