That's right... I think the ideal in fiscal terms would be to tax people when they convert from crypto to FIAT but there is always the problem of how to control what the entry value was since in the case of miners it would be difficult to quantify this and we have stake or DEFI issues or even play2earn.
I think this is still going to be something that will take a while to have a fair shape for all scenarios
