The 20% APR for HBD will attract more people for hive at least people that are looking for stable coins passive income.

The locking period be 30 days I think will not be a good thing since the rewads are already locked for 30 days and that will remove a flexibility that crypto users likes.

For example, currently you can go to UST and stake it with 20% APR and don't have a lock period.
