It is! You could always use an app that measures your vote and send like 1 to 5%; it doesn't add any value but it's like a "like". Cute thingy that reduces the difference between Steem and other social networks. Voting 1-5% doesn't affect your VP that much unless you're voting like 100 comments with 5% (that's 0.05*100 = 5% of your voting power).

I manage my VP very carefully. I used to always be above 95% which is full efficiency, and I rewarded everything I wanted, just in a measured way. However, some trails have been making that impossible, so now I manage it and keep it above 75% at all times even though that's 25% under full efficiency.

Point is: Yeah, Steem is way too complicated sometimes, but if you play it smart, you can use it like any other social network by measuring and optimizing your actions.
