The above is one of the more succesful ways I seen it done on other forums I been apart of in one form or another.

The problem with this is that users of the other languages lose the granularity offered by all the specific English categories, instead having everything in their language lumped all together in that one section.

I kind of like Jarvie's suggestion, just set your language filter and then you'll only see topics in your language but still be able to use all the various categories. Although it would be nice if the categories themselves would display in the language of choice as well.
