Breaking the Jungle Testnet . . . again, and again, and again!

We broke the #jungletestnet (again) by accidentally sending an old transactions and voting in a bunch of non-functioning BPs. (#whaleproblems 🐳)

But after a couple of hours and a lot of correspondence, we fixed it!!! 💪🦁🌴🦋🎉
