It's impossible to stop for the simple economic factor of supply and demand. If it's profitable then someone will always supply it. This is why it never ends no matter how tough a government gets, it only makes it more profitable as the supply is reduced. This merry go round needs to end. Legalize all drugs and only spend money on rehabilitation, treatment and housing, ect that might improve the lives of these people. More jails produces nothing.
