Ignorance and arrogance that make the job of the lifeguards much harder when idiots ignore the flags. The problem we have in SA is many locals cannot swim yet they go to the beach for New Year and play in the waves up to their chest so a disaster waiting to happen. Riptides and strong currents are the hidden dangers that can test even the strongest of swimmers and why it is not best to fight it and to work around it and not against it.
