Yes we have and it has a good kick. The electrician shocked himself when he asked his assistant to turn it off and he did not when he was working on it and it threw him off his step ladder. The fence has an alarm so when someone touches it this is normally triggered. I had a team off loading a shipping container at work when the door of the container touched the fence and all those inside were shocked. It is not serious or painful but it does give you a jolt and it depends on how much voltage you have flowing through the wires. We tend to raise ours above average because otherwise what is the point.
