What's the problem with this? Why would a small town want to give away good jobs to transient workers and global citizens instead of to locals who spent their whole life there and would want to stay? It usually implies loyalty as they aren't likely to leave when a better opportunity comes up or they get bored of the area. Trust is also an important factor. It's arrogant to assume small towns should just hire the best candidate from a global talent pool and exclude their own who they grew up with and loved unemployed or force them out just because some random outsider is slightly better on paper because they may have had more previous external opportunities which weren't available to locals.
No offense to you, I'm talking in general.
