From bank tellers, occasionally people come in with them and the bank pays face value. Some people really don't care, even when they are told it's worth more in silver, they are too lazy. Once there was a guy with an full jar of quarters from the 50s and 60s, he was told it was worth more but didn't want to bother with that.
