An Anti CBDC Bill In Congress? What Others Are Missing About This and Why It Won't Work!

Recently a Bill has been proposed in Congress that many are saying would stop the Federal Reserve from being able to create a Retail Central Bank Digital Currency (CBDC), as Joe Biden has Ordered, or the ability to open and manage bank accounts of the people.
But, is this bill really aimed at stopping the Fed, or are many simply missing the point due to not understanding how Block Chain works, or other important global pressures?
