The debt ceiling is a limit of how much currency the government can borrow. Currency is created out of thin air by issuing debt. The more debt there is, the more currency there is in circulation. Politicians always make campaign promises to pay off the national debt and to stop raising the debt ceiling. However, this is all just a part of the huge elaborate known as the monetary system. Politicians will always raise the debt ceiling because they do not want everything to come tumbling down during their watch. If there were only 1 dollar in existence, and you want to borrow that dollar and promise to pay it back with interest, you have to create that other dollar to pay off the interest. There will always be more debt than there is currency. This is why the debt will never be paid and debt ceiling will always rise.
