The problem is that government has no clue as to how to manage things and they are enforcing these rules. COVID-19 is not an airborne virus and 99% it spreads trough surface contact. So yes washing hands and avoid touching face is the best solution.
A person who is COVID-19 positive needs to wear a mask so that when he/ she sneezes or coughs it doesn’t spread.
