It seems the trick is to figure out another source of funding. Some other way to organize governmental/societal structure. I still think blockchain and communities like Hive could provide an alternative ... but I'm not sure anyone sees the nuts and bolts of exactly how that would come together. ... The water well project using Hive in Ghana might provide a model though. Not sure if that is still going on.
