You can't judge a person's character by how many packs they bought either. You can only judge a person's character based on their actions and your own personal beliefs, assumptions and expectations of 'the other' which ultimately is just a reflection of our selves. It is what it is, it's not a personal thing. It's about establishing a minimum baseline that isn't a moving a target that requires some kind of actual skin in the game to maintain.
