Suggestion:
You could issue a fresh water token on hive-engine
The price of 1 FWT is the price of 1 m3 of fresh water
I am not rich enough to pay for a borehole but i would be glad to offer 1 m3 of fresh water for a village, so I will buy 1 FWT (what could be the price ; $5 ?)
FWT would become a token back by real fresh water
You collect the sale from FWT and dig more borehole.
