Why, because if the cops try and bust you.., you don’t look like a homeless vagrant. The homeless don’t often shave their faces.
There is an ancient vagrancy act going back to 1824. It has also been know to be used by cops to challenge explorers (especially if they are wearing Armani designer clothes).
The arsy ones can be twats at times, especially if they didn't get a shag the night before. Be prepared.
