Governments use private contractors so they can have plausible deniability. Another way to cover their hinnies. Been doing it for years. Our data is not secure from anyone. I have been known to have trust issues. My rule is don't trust anyone and don't sign anything. I value my privacy and these days not many folks do. That is why I am not a "youtwitface". Any and all information you put out there becomes public domain for people to share including "decentralized blockchains"
