There you will get several tutorials that will help you a lot as they have helped me to learn the correct use of the tools, it really takes time and patience but they are things that help a lot. In this art take more time than expected for every detail. Referring to your question there are several brushes with which you can play with changing the thickness, opacity and the type of blending method. For this case I used a Pointillism brush #4 on a Multiply layer and then I did it again on a new layer with an Add blending method, and other details I finished with a glow brush taking it to a minimum thickness that gave me a very linear and fine stroke.
