The problem with Stadia

I've seen a lot of discussion around Stadia and what it offers vs what could be potential problems, but I don't see anyone talking about game mods.
For me, mods have been a sort of integral part of gaming. Whether it's to enhance the experience, fix a bug, or to bring you a new way of playing the game entirely, mods have always existed for games. Stadia, however, seems to remove the games from our hands altogether, which effectively removes game modding entirely. They could open up a community for it like Steam does, which would be cool, and hopefully they do.
