40 Vouchers seems fair... At the current exchange rate of roughly 2 SPS per Voucher... that means you'd need to pull 80ish SPS from Wild each season to pay for the Vouchers...

1 Win in Champ = 3.5 SPS or so, which equates to roughly 23 Wins to pay for the "Permit"...

50% Win Rate @ 50 Battles = 25 Wins...

The math is mathing for me... but I am ambivalent to this
