I think you are being too easy on the employees of Barnevernet. There is incompetence for sure but there are also two groups of people that gravitate to being employed by in child protective services.

One are victims of child abuse themselves. Because of this personal experience and psychological damage it is very easy for them to assume the worst. So rather then making decisions on facts and clear thinking it is more an emotional decision.

The second group are actual child predators and pedophiles. They gravitate towards positions of authority in over children and this includes child protective services.
